1570 Memorial Scholarship 1570 - Tom "TJ" Howard Memorial Scholarship Fund

Detective Thomas “TJ” Howard served the City of Raleigh as a Police Officer for 30 years, Badge Number “1570”. Detective Howard’s service, compassion, and professionalism impacted thousands of people beyond Raleigh and Wake County.​

In October 1999, Detective Howard attended a meeting at the Duke Campus Police Department and became one of the founding members of the North Carolina Gang Investigators Association (NCGIA). Detective Thomas “TJ” Howard had the foresight to realize that gangs were impacting communities throughout the state of North Carolina and a state-wide organization was needed.

As the NCGIA developed as an organization, Detective Howard worked quietly behind the scenes, as a Regional Coordinator and the trusted position as Treasurer in keeping the finances accurate.

As an active member of one of the premier Law Enforcement Associations in North Carolina. The NCGIA hosts regional meetings throughout the state for the exchange and sharing of information regarding gangs and an annual conference , Gangs Across the Carolinas. These activities are a direct result of the dedication and commitment of Detective Howard working beyond his duties and responsibilities at the Raleigh Police Department.

To honor the legacy of Detective Tom “TJ” Howard, the NCGIA has established the “1570” Scholarship Fund. The “1570” Scholarship will send a Law Enforcement Officer to the NCGIA’s Gangs Across the Carolinas annual training conference and a college scholarship.
